South Carolina Bill Aims to Launch Online Sports Betting with 12.5% Tax Rate
Sports betting could soon come to South Carolina as two parallel bills make their way through the state legislature. Sen. Tom Davis (R-46) introduced SB 444, which would legalize online sports betting with up to eight operators.
Key details of the proposed legislation:
- 12.5% tax rate on adjusted gaming revenue
- Minimum betting age of 18
- $100,000 application fee and $1 million license fee
- Only operators active in 5+ states can apply
- Creates South Carolina Sports Wagering Commission
Tax revenue distribution:
- 82% to general fund
- 10% to local governments
- 5% to problem gambling treatment
- 3% to commission operations
The bill mirrors HB 3625, introduced by Rep. Chris Murphy (R-98) in December 2024. Both bills would also regulate daily fantasy sports in the state.
Public interest in sports betting appears strong, with GeoComply reporting over 10,000 registered betting accounts from South Carolina residents. The company detected 77,000 geolocation checks during week 16 of the NFL season - a 536% increase from the previous year.

The proposed legislation would establish strict oversight through the South Carolina Sports Wagering Commission, allowing only established operators to enter the market. While public demand is evident, the bills' success depends on legislative support in both chambers.
